Hi Simon,
I don't know much about getting licences to trade; here in Oxford the
Council do not require street artists to have any official status.
That's quite unusual I think, Oxford is probably not as much fun as
working a beach. We have 2 -3 regular street artists and the town
could support more, lots of European Language School students all
Summer!

The locals would not be pleased to see 'black' henna on the streets
but if you don't do black you'd get a friendly welcome.

Mark and Lynn might be able to help you more with the licence issue,
they work on the South coast.
