Steeping/infusing cloves to make a tea is less topically irritable
than using clove essential oil. The process for the oil is usually
steam distillation and it releases the oils from the clove. Infusing
cloves doesn't seem to release the same level of oils and it is
watered down drastically when doing so.

I recently did some work on a woman who's skin is allergic to many
things. I let her know well beforehand what was in my paste, and
told her I would rework my recipe for her allergies, but she told me
to use it as is and we would just see how it went. She was fine.
I have never had a bad reaction, knock wood, nor has anyone I have
used my recipe on (which has infused clove in it).
