Hi Lisa
Don't know where you are but the site I found doing Hectographic
paper is in the U.K.

I don't see any sign of pencils though.
On the site is a explanation of how to use the paper.
However this does not mention any backing paper and the H. paper that
I recieved in a kit has no backing either, so as to it's exact use I
am still a little confused. For what its worth I am currently drawing
the design freehand straight on the skin using my girlfriends
eyeliner pencil, used very lightly. ( my girlfriend isn't tooexcited
about it though, didn't realise some of those pencils are quite
costly!)
