Unfortunately the police are sometimes unwilling to do anything
because they know it is a waste of time. For the slightest incident
it can mean hours of paperwork, which if not done correctly will mean
a court thwowing out any possible case on a tecnicality. If a case
like that came to court, it is more than probable that the offender
would get a slap on the wrist and told not to be a naughty boy/girl,
and within a few hours would be back out trading their wares. So
please don't blame the police, blame the rule makers who make their
jobs so demoralising. I know it's a job I could never do as I would
not have the self control not to give a good kicking to the perps!
