The problem very well could be cloves, if the artist did add them;
back in the day when I attempted super-elaborate henna recipes, I
added a handful of cloves to one of my brews, among tea, coffee,
methys seeds, tamarind, etc. The cloves made all the difference in
my own skin reaction to the henna. Ten minutes after applying the
final paste to my skin I found the itching sensation unbearable. I
didn't have any reaction to the henna, which I had been using
normally without big mixes. Anyway, the dye still turned out fine in
the end.

If you ever try henna yourself, I recommend patch testing with
different paste combinations to check what you're sensitive to, and
you might do a plain henna patch test as well to see if the powder
is the actual culprit.
