The silly thing is Halawa Henna in their heyday actually obtained a
FDA number for their henna mehndi products after having a consignment
stopped. which means I could legaly export the Halawa kits to the USA
stating they are for body art and quoting an FDA number, yet put the
same henna into a plastic bag and it risks being stopped!

I suspect if they tried that over here though there would be uproar
from our asian community.
