You definitely need some kind of image editing software like
Lauren and Catherine suggest. Find something free that does
the basics. That should be good for your purposes.

If you want to get serious about this get something like
Photoshop (a mere $6-700) which is a standard in the design
industry or Fireworks ($300) which is not as versatile as
Photoshop but great for compressing images for the Web. I use
both of these and they are indispensable. Probably too much for
what you need right now.

Also, when you are scanning you usually have the option to scale
the image when you scan it. Scale it down to 50% or even 25%
and then crop it if necessary, either in your scan program or in a
photo editing program. Some scan programs are lame and
don't give you those options, so then your only option is to fix the
images in the image editing program.

Large images are a problem whether sent via email or posted
on a website. Images on a website should ideally be no larger
than 15K (tho this can be gotten around if you have thumbnails
that can be clicked on to view a larger image). If you are sending
images via email they can be bigger, but not much. Just think of
the poor person waiting for the email to download on a 28.8
modem. Yikes!

Keep asking us questions, someone here will know how to help
you.
