black PPD dyes blatantly sold for body art

I was looking through the Natural Expressions site, and I was VERY
disturbed to find "black powdered dyes" being sold, as "similar to
what's being used on the beaches in FL, CA, Mexico, Spain etc... it's
not Black Henna as many are marketing it but a Hair Dye that's being
used to make Black Tattoos" with a tiny disclaimer that they are only
intended for use on hair, that it "may cause skin irritation," and
that "it isn't black henna." (Like there is such a thing!) Here's the

If I'm not mistaken, this is on pretty darn shaky legal ground, since
it is clearly encouraging/providing the black dyes as a "temporary
tattoo." Isn't using PPD on skin illegal?

I'm pretty disturbed. What do you all think?
